The dragon-shaped weapon is part of Elderflame, Valorant's first Ultra set of skins. The skin kit transforms the player's weapons (even knives apparently) into a dragon that changes shape as the user uses the item. There are 5 tiers of skins available for purchase in Valorant: Select, Deluxe, Premium, Ultra and Exclusive.

Ultra skins are the most expensive in the game (excluding Exclusive skins that vary in value), costing 2475 valorant points, also called VP (in-game currency). VPs are sold in packages from $5 (475 VP) up to $100 (11000 VP). A single Ultra skin costs $25 ($5 for 475 VP plus $20 for 2050 VP), but in the case of the Ultra Dragon Skins kit, it's 4 items, coming up to a total value of $100 to get the full set. .
Skins' levels can be increased by using Radianite, a currency that can be obtained through the battle pass (with a higher amount if you have the premium pass) or purchased directly with VP in the in-game store. When upgrading weapons, they will gain new effects, animations and endings (example: the snort that the dragon gives when the weapon is reloaded). The "advantage" of paying $100 is that you are already at the end of the climb to upgrade the weapon.
It's insane to think that a set of weapon skins can cost up to the value of 2 games for example. However, a cosmetic item in a free game is better than an item sold to give the game an advantage, the famous pay-to-win.
